As 2025 Ends, what is new for 2026 at the HOA

As 2025 Ends, what is new for 2026 at the HOA?

Need more involvement with the Board. People don't understand what an HOA is... It is a HOME OWNER ASSOCIATION ... HomeOwners.. YOU are the HOA, it is not a company or a entityrun by the management company.. It is YOU the owners... So what happens with the HOA is up to you. You want lower rates, you want better spending or your fees, you want better rules, you want better property..... Well then get involved with teh HOA, just don't show up at the meeting or send emails or voicemails when you are PISSED OFF.. get involved..

I can't tell you how many times people talk as if the HOA is not them... they think it is a company, or the management company..

IT IS YOU... So if you don't like it, change it...

2. Management Fees

3. Insurance

4. Water Use

Water Cost in San Diego increase??

Water Bills going up in San Diego, CA. just heard that the city is voting to increase the water cost by 15% next year and another 15% in 2027.. When will they learn that San Diego is a Desert like town? Or they need to build more storage to store what rain they get? The cost of living in the area is getting out of control.

They need to figure this OUT ASAP.

LaCresta HOA - 2025

Well I have left La Cresta now in 2024 and relocated out of state. It was great living in the La Cresta HOA and San Diego, CA. but with the raising cost for insurance and the constant cost of living in the state. I decided it was best to leave.. But the La Cresta HOA needs more of the HOA Membership to get involved with the HOA and managing the property. It is the OWNERS that make the place a great place to live. The only way is for more people to be involved with the. It is sad to hear that the people think that the HOA is run by a company and not the Owners.

H O A - stands for Home Owner Association - the owners are the association. So they need to step up and make the HOA a better group.

HOA Summer - 2023 - What you need to know

Well the winter rain finishing up and spring time plants coming on. It is time to look forward to the Summer.. Pool Time - BBQ - Travel Trips.

1. - Swimming Pool - Please note the pool hours listed at the pool. Pool Closes at 10PM, make sure to keep the late evening partying noise level to a minimum. Also make sure young kids are not allowed to go to the pool unsupervised. The pool area has tables and chairs to use at the pool , but if you plan on a larger event, ask everyone to bring their own chairs or maybe an extra table. An ALWAYS CLEAN UP after your event. The HOA does not have a cleaning service for party clean-up. Also as a safety note, please report anyone you believe is not an owner or renter of the HOA. As well as if you see anyone climbing over the fences or opening the gates for NON- Residents.

2. BBQ - It is always fun to BBQ in the summer or  So. Cal, just about all year round. But please make sure you grills are NOT close to the building or under and plant material on your patios. Also be respectful of the smoke blowing onto your neighbors patio or unit windows. NEVER Leave the grills unattended. Do NOT take charcoal grills to teh pool area as well. cook at home and bring only prepaid food to the Pools.

3. Travel Time - When going out of town for an extended amount of time, let your neighbors know and maybe leave a spare key or the code for your garage. In-case there is a leak or some kind of emergency, someone can get into the unit and shut-off water or cut power. Also parking in the visitors  spots is limited to 3 days, before the car has to be moved. So park on the street or in the garage. Or have someone move it every few days. Please Contact the HOA on rules or advising while your gone with a emergency number or email as well.

Well I hope this little bit of info will help this summer and have a good year.

HOA - Board Member Needed and duties - La Cresta HOA 2022

HOA - La Cresta - Brief Overview -

Reserve funds are used for large projects such as replacements or repairs within the homeowners association. The funds usually have strict criteria for how they are to be used. The criteria is based on the HOA community rules and regulations, bylaws and accountability. Some examples of reserve fund use are:

  1. Roof replacement on common area buildings such as clubhouses and condominiums
  2. Repairs on community pools and spas such as new pool pumps, pool heaters, pool deck repairs or refinishing etc.
  3. Playground equipment, clubhouse, neighborhood parks, tennis courts
  4. Replacing fencing in HOA controlled areas
  5. Painting of community association buildings
  6. Major landscape projects
  7. Construction and major renovations such as sidewalk projects and private roads

This is just a brief look at a few examples of major projects that the reserve fund may be used for. Community-wide there may be hundreds of items the HOA board is responsible for, so check your governing documents. To get a copy of the governing documents for  please contact the board members or property manager listed below.

Offices of the Board of Directors and their Duties

The officers of the board of directors are generally president, vice-president, secretary, treasurer and member at large.

  1. President - The president of the Board presides at all meetings of the Board of Directors. The president is ultimately responsible to see that orders and resolutions of the Board of Directors are carried out. The president generally signs all contracts and other written instruments and co-signs all checks and promissory notes.
  2. Vice-President - The vice-president acts in the place and stead of the president in the event of his absence and exercises other duties as may be required of him by the Board.
  3. Secretary - The secretary record the votes and keeps the minutes of all meetings and proceedings of the Board and of the Members. The secretary also signs all contracts and other instruments executed in the name of or on behalf of the association. The secretary is keeper of the corporate seal of the Association and affix it on all papers requiring the seal. The secretary also serves or causes to be served, notice of meetings of the Board and of the Members; keeps appropriate current records showing the Members of the Association together with their address, and performs other duties as required by the Board.
  4. Treasurer - The treasurer receives and deposits in appropriate bank accounts all monies of the Association and disburses such funds as directed by resolution of the Board of Directors. The treasurer signs all checks of the association; is keeper of the books of account; cause an annual audit of the Association books to be made by a public accountant at the completion of each fiscal year; and prepares an annual budget and a statement of income and expenditures to be presented to the membership in compliance with the civil code, and delivers a copy of each to the Members.
  5. Member at Large - The member at large is the fifth member of the Board of Directors and is a voting member of the board. The member at large fulfills duties as assigned by the President or by the board.

Being a volunteer member of an HOA board of directors does come with duties and responsibilities. The associations C.C.and R.'s (covenants, conditions and restrictions) and Bylaws set forth the general powers and duties of the Board and the specific limitations upon the Board's powers. The Board of Directors of an HOA generally have the power to adopt and publish "Rules and Regulations" to protect the interests of the homeowners. Each individual board position comes with certain duties and responsibilities. Read more about joining your HOA board of directors

Monthly Board Meetings:

La Cresta HOA Board meetings are held on the fourth Tuesday of every month and homeowners are encouraged to attend. Meetings are held at Morning Creek Elementary School and begin at 6:30 p.m. During the summer months meetings are held at either the lower or upper pool area.

Holiday Lighting & Decoration:

With the holiday season right around the corner, please remember a few things. Lighting strings should be approved for outdoor use and extension cords used should be run safely. Plastic clips on the rain gutters should be used for hanging lighting strings and any ornaments.
DO NOT USE NAILS OR SCREWS IN THE WOOD FASCIA.
Halloween decorations should be taken down in the first week of November. Diwali lighting decoration should be taken down after the holiday and not left up in anticipation of the Christmas season. Christmas holiday lighting & decorations should not be put up until the day after Thanksgiving, and be taken down by January 10th.
When putting up holiday lighting please keep your neighbors in mind. Bright rapid flashing LED strings should be avoided.

Landscaping & Irrigation:

Be observant and report irrigation problems if you notice a broken irrigation head, or a turf area or planter that isn’t getting enough water. Please contact Menas Realty so we can have the landscapers check it out and make any necessary repairs or adjustments.
With reduced watering, areas of plants & turf are impacted faster if a valve fails to work or nozzles become clogged. Keep in mind that some turf areas may not be quite as green as they were years ago when no concern was given to water use, but nothing should be turning completely brown.

Entry Way Cleanup:

Many types of advertising flyers are left on our doorsteps along with new phone books and other items. Please take a few minutes to check your front door and sidewalk areas and pick up items lying on the ground.
Entry way areas need to be kept clear. Many homeowners like to place a potted plant or similar item in their entryway to add a personal touch to their home. This is fine, but should not be excessive. Entry way areas should not be used as storage areas for shoes, bicycles, toys, etc. Entry way areas need to be kept clear for ease of access in the event of an emergency.

Security Door Maintenance:

Many homeowners have installed the approved security door on their front door. Over time they may rust and need maintenance. Rusty security doors are not very attractive. Take a few minutes and evaluate your security door. If the door has become rusty it should be repainted with white or off-white exterior enamel paint so it looks nice. Notices will be sent to homeowners if needed.

Roof Maintenance:

Over the years the board has worked diligently with roofing contractors to maintain the roof areas of all buildings at LaCresta in order to minimize the occurrence of roof leaks during rainy weather. Unfortunately a few roof leaks occur anyway. When they do every effort is made to get the roofing contractors out to make repairs as soon as possible.
During the Summer the board worked with two different roofing contractors to evaluate the overall
condition of the roofs and if a property wide project was needed. Baseline cost to replace the underlying felt membrane on all buildings was about $2 million.
After discussion with our primary roofing contractor the board has decided to proceed as follows;
If a roof leak develops and the underlying felt membrane for a large area and other roof areas of the same building is determined to be deteriorated badly, then the roof on that entire building will be repaired. Minor leaks will be fixed as needed. This approach is more proactive, yet doesn’t require spending $2 million. Notices will be left on garage doors if a building is scheduled for roof repair.

Architectural Improvements:

Owners wishing to do the following must submit a request to the La Cresta HOA prior to proceeding.
Window replacement: (Simonton & Anlyn)
Patio cover installation: (white vinyl or wood, self supporting, not attached to the building)
Security door installation: (3 models now approved)
Satellite dish installation: (Pole  or Clamps -NO Screwing directly into Stucco or Wood)
Please contact Elle at Menas Realty to obtain necessary information on what is allowed and the request forms.

Patio area improvements:

Homeowners may decorate back patio areas as they wish. Installing patio brick or concrete is fine as long as drains are kept clear, the area is sloped away from the building, and proper elevations are maintained. All construction plans need to be submitted for approval prior to work beginning and homeowners should review architectural requirements when deciding on all backyard improvements.

Interior remodeling:

As stated in the CC&Rs, homeowners can replace flooring, drywall, carpeting, interior appliances, cabinets, and do kitchen and bathroom upgrades as they wish. No approval is needed from the homeowners association.
Structural modifications are not allowed nor are changes to floor plan layout.
Also, please remember that changes to plumbing and/or electrical systems require a City of San Diego building permit. Using a fully licensed building contractor is highly recommended if you are considering any interior remodeling work.

Garage Doors:

Homeowners are responsible for maintenance and replacement of garage doors as needed. Cracked or broken panels should be replaced. The garage door model is Wayne Dalton 8000. The homeowners association takes care of painting garage doors as part of building maintenance.
Currently many garage doors are very dirty and need to be washed. If your garage door has an accumulation of dirt, take a few minutes to clean it using mild detergent, a bucket, large sponge, and your garden hose with a shut off device on it.

Plumbing Leaks:

Homeowners are responsible for maintenance and repair of plumbing for their units. Water leaks in the rigid copper piping are an unfortunate reality of ownership and do occur. Also check the shut off valves and connecting tubing at sinks & toilets. If you have original hardware it is advisable to replace with new valves and flexible braided tubing.

HVAC Equipment:

With cooler Fall & Winter days ahead we will be turning our furnaces back on. This is a good time to do some basic maintenance. Make sure the filters are clean and the burner is operating properly. If you are unsure about checking the burner flame, you should have a service technician do this for you.
Programmable thermostats are a great way to help reduce energy use and cost.

Note to Dog Owners:

While most dog owners are very good about picking up after their dog, there are a few that aren’t. If you are a dog owner, please clean up after your pet. Dog feces left in the turf areas are a hazard to children playing, and just plain disgusting.

Parking:

Parking is very limited at LaCresta. Please refer to the parking rules if you are unaware of them. Having your vehicle towed can be very expensive.
